TAKE THE AMERICAN WAR CRIMES DURING THE PHILIPINO-American War of 1899-1911. BG Smith ordered the execution of civilians, construction of concentration camps, destruction/confiscation of private property, Summary Execution of POWs and ‘Free Fire’ Zones, etc.

BG Smith violated the U.S. Army Field Regulations of 1839, the Leiber Codes as to the treatment of Civilians in an occupied Zone (1863) and the treatment of POWs from the Geneva convention of 1899—meaning, he committed acts that he knew were war crimes.
