Obomber has embraced a disputed method so as not to count civilian casualties – counting all military-age males in a US designated strike zone as combatants, unless there is explicit intelligence posthumously proving them innocent.
CIA Chief William Colby declared that some 67,282 persons had been neutralized by Phoenix operations against “Viet Cong” between 1968-71, 31 percent of whom had been killed. The idea was to “neutralize” all those civilians who were likely to be involved in some way organizing the Vietnamese to fight the US invading and occupying forces. This primarily targeted young males, but extended to anyone, men or women, young or old , who were “suspected” of resisting US policy in their country.
